Percentage Based Routing

I'm using percentage-based routing to make sure each partner gets roughly the same number of cases, but my client's requirement is that if one partner out of the 3 distribution groups for this queue is unavailable, the cases should stay on hold instead of being sent to the available group. What's the best way to handle this?

Good morning, I am wondering if it is possible to add music or audio to an Instagram post. When I upload/schedule, I use the Quick Publish widget and I don't see it there. If it is currently not possible, I think it would be a really neat tool!
